Telegram - curl, нет ответа

Добрый день. Не получается получить ответ от API, php, curl. С тестового сервака, который подключен к роутеру, проброс портов сделан.
Сайт открывается, сертификат Lets стоит.
curl_setopt($curl, CURLOPT_URL, 'https://api.telegram.org/bot'.$bot_token.'/sendMessage'); // адрес api телеграмм

Гуглением было добыт код

local_ip - мой локальный ip севрера.

На VPS рег. я получаю же в local_ip:

Ответ с аналогичным скриптом есть с VPS на рег.

Curl с сервисом http://ip-api.com работает, ответ даёт.

Что я делаю не так?
